The intertidal area at the base of Haystack Rock has been designated a marine garden. The site is easily accessible from the town of Cannon Beach. Haystack Rock is also a federal bird refuge - nesting site for birds such as western gulls, oystercatchers, tufted puffins, and pigeon guillemots
